Utility assistance
The Community Action utility assistance program is a one-time assistance program that helps low and moderate-income individuals and families with utility payment assistance. Funding for the program is provided by the federal LIHEAP (Low-Income Home Energy Assistance Program) and the City of Riverside SHARE (Sharing Households Assist Riverside’s Energy Fund), City of Banning and Imperial Irrigation District Programs. The program also offers energy conservation education.

What types of utilities does the program pay for?
          · Electric

          · Oil and Propane

Program qualifications and assistance levels are determined by:
          · Household Income
          · Number and age of individuals in the home
          · Total monthly energy costs (gas, electricity, wood, propane and oil)
          · Frail, elderly and life-threatening medical conditions (proof required)

Required Documents:
          · Copies of current utility bill showing last 4-weeks of usage
          · Proof of all household income
          · Proof of Citizenship (birth certificate, resident card)
          · Social Security Card
          · Application form completed and signed

Funding is limited. Not all income-qualified individuals will be assisted. The application process, from receipt of application to payment, takes approximately 6 to 8 weeks.

No Cost Weatherization Service
A certified Energy Inspector will visit you for a thorough building inspection to assess the needs of your home. The Inspector will then design, within the program's constraints, a customized set of conservation measures. DCA will make the needed improvements, at no cost to you.

Typical Weatherization Work
The following are examples of what can be included in weatherizing your home:
          · Sealing drafts and air leaks
          · Improving the efficiency of your heating system
          · Adding insulation
          · Identifying indoor air quality problems
          · Installing other energy-saving devices
          · Low-flow shower heads
          · Hot water heater tank blankets
          · Pipe wrap

Since its beginning in 1979, the Community Action Weatherization program has been helping low-income households across the county make their homes more energy efficient and reduce their energy costs. Necessary conservation improvements are made at no cost to eligible households.
 
Post-Inspection of Work
Post-inspection is required. It takes approximately one half hour of your time and is usually scheduled within 10 days of completion of the Weatherization work. The energy inspector will walk you through your home and explain the benefits and potential impact of each measure installed.
 
Qualification for Weatherization Services
The Department of Community Action Weatherization Services Assistance Program is available at no cost to low-income homeowners and renters living in Riverside County who meet the income guidelines. Priority is given to families with the lowest incomes and highest energy burden, to people age 60 or over, the permanently disabled, and to families with small children under five years of age. If you rent, your landlord must give written permission to work on the property. You should advise your landlord before you apply. You will be asked by Community Action to obtain your landlord’s signed consent on an agreement prior to commencing work. Usually homes that have been previously served by this and other Weatherization Programs cannot be re-weatherized, but there are some exceptions. Please contact us for details. Weatherization assistance eligibility is based on your household’s gross income over the past 12 months. Your income cannot exceed 150% of the poverty level as determined by the Federal Government. If your only sources of income is SSI or TANF, you may also qualify.
 
Apply Early
Weatherization services are provided on an on-going basis year round. Work is scheduled on a first come, first serve basis. Don’t delay!
